The study concluded that the city’s urban fabric was directly affected by Storm Daniel, which destroyed infrastructure and mixed-use buildings—including residential, health, educational, administrative, and service facilities of all kinds— It also altered the shape of urban spaces within the city, changing its planning features as they were reduced to rubble, which led to a re-cadastral survey of land and buildings and the assignment of new property titles.
The total destruction includes all buildings in the city center, with approximately 2,859 buildings classified as partially damaged and approximately 737 buildings completely physically destroyed in the eastern and western Wadi districts within the city, along with the destruction of its six bridges and two major dams, as well as the Wadi al-Naqa area with its residential buildings and the complete demolition of its two bridges located west of the city. The total number of buildings reached 22,729 out of a total of 18,000 residential units as of 2006.
The study also concluded that the multifaceted circumstances were not limited to the physical infrastructure required for buildings and educational facilities, but also extended to psychological and social aspects, as residents faced multiple challenges, including psychological stress resulting from the severe shortage of basic living necessities and material possessions, as well as difficulties in adapting to the new circumstances.
