Assessing Libya's Readiness for the Transition to the Blue Economy: A Strategic Framework for Enhancing Economic Diversification and Sustainable Development

This paper examines the readiness of the Libyan economy for a transition toward the blue economy model as a pathway for economic diversification and reduced dependence on hydrocarbon revenues. Drawing on Libya's extensive Mediterranean coastline (over 1,770 km) and strategic geographic position, the study employs a descriptive-analytical approach combining a review of blue economy literature with SWOT and PESTEL analyses of Libya's institutional, security, and economic environment. The paper proposes a multi-pillar strategic framework encompassing institutional and legal reform, human and scientific capacity-building, private investment mobilization, and integrated maritime governance, aimed at enabling a gradual transition toward a sustainable marine-based economy consistent with the 2030 Sustainable Development Agenda.
